Certified Capital Companies (CAPCOs)
The Department of Insurance, Securities and Banking licenses and regulates the three Certified Capital Companies (CAPCOs) operating in the District. A CAPCO is a privately owned venture capital firm that provides capital to qualified District-based businesses. To receive funding from a CAPCO, a business must meet the following minimum requirements:
- The business must be headquartered and have its principal operations in the District;
- At least 25 percent of the company’s employees must be residents of the District;
- At least 75 percent of the company’s employees must work in the District;
- The business must be a “small business concern” as defined by the US Small Business Administration;
- The business must certify that it has attempted and failed to obtain conventional financing; and
- The business cannot be engaged in professional services provided by accountants, lawyers or physicians.
